It means every 2 that join (buy) a position in any board it pushes the one on top to the next level

It is like a ladder
If you have people climbing up the ladder as another gets in line to take their turn after 2 get in that line Then the person on top of the ladder gets pushed to next level (cycles)
Depending on the level there is different payouts and additional positions earned
But they all work the same
For every 2 that join 1 on top goes out
It is real easy and as a Team we all help each other to be pushed to the next level
